$47,000/year for an urban planner with a year experience is really bad especially in Toronto. That's even low for fresh out of an undergraduate degree (I would expect at least mid 50s). With a year of experience I wouldn't take less than $63,000-65,000 and even that would be a challenge to be able to afford your own place to rent. Hopefully he's been able to renegotiate that salary or found somewhere else.
